Apart from a few Caribbean islands, Chile’s PC, Internet, and broadband penetration rates are the highest in Latin America. Broadband via cable modems traditionally led the broadband market, but it was overtaken by ADSL in 2004. Chile is the regional leader in terms of convergence. VTR GlobalCom was the first operator in Latin America to develop the triple play strategy, combining video, voice, and data over one broadband platform. WiMAX is being deployed by several operators, and a couple of companies are in the process of testing IPTV. Chile has one of the highest mobile telephony penetration rates in Latin America: around 65% in early 2006. Mobile subscribers outnumber fixed-line connections by more than three to one. Chile’s mobile industry is one of the most competitive in Latin America, but the number of mobile companies decreased from four to three in January 2005, with the merger of Telefónica Móvil de Chile and BellSouth Chile. The merged company was renamed Movistar Chile in April 2005, leapfrogging Entel PCS to become the mobile market leader. América Móvil entered the Chilean mobile market in August 2005, with the acquisition of Smartcom. The shape of the mobile market is set to change yet again, with the forthcoming spectrum auction of Movistar’s excess spectrum.

'Thanks to a healthy economy and early market liberalization, Chile’s telecom market is one of the most dynamic and promising in Latin America. In fact, Chile has one of the least-regulated telecom markets in the region, with full competition allowed in all areas. The national telecom regulator, Subtel, has two ongoing flagship projects: the drafting of regulations on Local Loop Unbundling (LLU) and on Voice over Internet Protocol (VoIP). Both are important albeit thorny issues, and have been under discussion for several years, with established operators worried that any new rules may allow new competitors to enter the market without the same burden of investments as they had to bear. This report provides an overview of Chile’s telecom market and regulatory environment, accompanied by statistical data.
